on this subject.
The Auditor does not appear to have made
any of the cases referred to by the Governor
the subject of a special report to the D.C.A.,
but it is quite possible that he may have
dealt with them by local queries, copies of
which are not retained in this office.

when a decision has been reached so that I may
be in a position to reply to the Auditor.

It looks as if the Hong Kong
Government has lost sight of the fact that the
Private Secretary and the A.D.C. to the
Governor of a Colony are the personal servants
of the Governor not civil servants. (I am
speaking of course of the case where the
Private Secretary or A.D.C. does not hold any other position in the Colony).

When the Governor goes on leave, his Private
Secretary and A.D.C. normally go too, and they
return with the Governor, unless the latter has
engaged new ones. Whether they have a complete
holiday when on leave or have to do a certain
e.g.

amount of work for the Governor (if,
busy while in the U.K.) depends entirely on the
Governor. If a Private Secretary or A.D.C.
relinquishes his position while the Governor is
in the Colony, he has no claim to be given leave
as if he were a civil servant and this should, I
think, be made clear to the Hong Kong Government.
The Governor could give him some if he liked, but,
if so, the Governor would expect to have to manage
with only one man for the period of the departing
officer's leave, or he would, until that period
had expired, have either to get a new man on no
salary, or to pay any salary to the new man out
of his own pocket.
Again if a Private Secretary or A.D.C.
fell ill in the Colony, the Governor could give
him leave on full pay or half pay or no pay; but,
if he gave him leave on full pay, he would have
to do with an unpaid substitute or none, unless
he was prepared to pay the substitute out of his
own pocket.
When the Governor is on leave, whether
any pay is available for a Private Secretary or
A.D.C. to the 0.A.G. depends on what the Governor
has done about his own Private Secretary and
A.D.C. If no pay is available and the 0.A.G.
cannot (as he usually does in some Colonies) get
officers in the Colonial Service or an officer
of the garrison to act as his Private Secretary
or
